The velocity adjuster is the screw in the back of the lower tube.  You adjust it to alter the tension with which the mainspring operates to adjust the velocity.  The new style threads directly into the body, and the old style (which is needed for 97 or older cockers) slide into the back and are held in place with the beaver tail screw.
